Founded in New Mexico by Paula Oxoby-Hayett, a longtime educator, evaluator and systems strategist, CCC grew out of a deep commitment to equity, clarity, and community-rooted change. After years of working alongside schools, districts, and state partners, Paula saw the need for consulting that didn’t just deliver frameworks—but built trust, honored lived experience, and made complexity feel navigable.
